This is shown in the ending of the movie, where it is revealed that the same cop who killed AJ is part of The River. In addition to regular civilians, The River has corrupt law enforcement on their side, who sometimes use the power of law to execute victims for The Circle. This suggests the Charons exist in many numbers in many countries around the world, possibly even all of them. Several different Charons were able to kill Lexx, Serena, Nari, and Matias O'Brien, all of whom lived near Los Angeles, California, and another Charon was able to break into the house of Damon (who lives in London, UK) and kill him, all within the same hour.

Why they use a BBS and such old software is unknown, but it can be presumed that its due to the very low connection speed they would have after going through thousands of proxies, and the general anonymity of such boards. When the connections to the proxy servers are finished, they are connected to a BBS (bulletin-board system) through a program called MBmon, where they can message and chat with other Charons. Upon entry to The River, the user is greeted with a Minecraft-esque animation of a rowboat flowing down a flooded cavern while they are connected through thousands of different proxies. Charons are (seemingly) paid millions of dollars per video they make. They mostly create snuff and torture videos/photos of women. The River specializes in many things mainly hacking, kidnapping, human trafficking, extortion, and torture. It appears that The Circle calls the final shots in The River, and that members of The River will obey their every command. A member with a normal Arabic numeral is considered a "normal" user, whereas a member with a Roman numeral (i.e.
The River consists of over 2000 anonymous individuals, each designated as "Charon" with an ascending number, i.e. " The River" is the name of a BBS (bulletin-board system) used by an extremely powerful and immense organization of sophisticated and sick-minded Web.
